Running away from a dead-end existence, Ruby settles in Panama City Beach to begin a new life. Along with a new job, she also wins the unwanted attention of her boss' son, who threatens to spoil Ruby's newfound freedom almost as soon as it has begun.

After robbing a bank, Billy (Patrick Dempsey) hides out from the police in a seedy hotel where he is forced to bribe various tenants for protection and their silence. Soon the tenants begin to up the price for their trouble.
